[Task]: Delivery Dashboard discovery - deploy AWS Redshift

Summary

This task is to spin up a test version of RedShift in our dev environment for testing purposes. The goal is to better understand the tool and to better compare it versus using Postgres as an initial data store / warehouse for metrics.

The criteria for comparison is up to the implementer.

The implemented needs to alert #topic-security to let them know this is happening.

Acceptance criteria

• Redshift instance created in dev
• Redshift evaluated
• Redshift instance destroyed

Notes

• Prefer to have a real version of Redshift; have a version that's not throw-away so that we can answer some questions like: do i need a VPN to access?
