Blocks missing uncompression recipes

A variety of metal ingots are missing recipes for uncompressing from block form. This is true when the compression configs are true or false.
When all compression configs are set true there is no machine recipes to enable uncompression.
When all compression configs are false there are no crafting recipes available for uncompression.
Most notable among these are aluminium and steel.
Present in both 20.9-hotfix-9 and 21.1.
Present when just Gregtech and Gregicality are installed.
