Merging in the branch update-build required some significant changes to how CSS assets are managed, namely that bourbon.scss and neat.scss are now served from the filesystem instead of as node modules.

Comparing this 2022 update to the existing 2020-21 update live on seattle.gov, use this issue to note any pre-existing style and layout issues, so that it's clear that these are not a result of this recent merge
