SCI ISO update

• ISO/IEC JTC 1 has published the SCI specification and explanatory report. This means it is in the hands of the ISO reviewers and will be scheduled for a ballot.

Sean informs the WG that the SC ISO submission has been published and circulated to the members before voting.
