I have come across the Windows Energy Estimation tool (blog below).
It relies on a battery to be able to predict the energy used by applications. Does anyone know if Microsoft has built something similar for hardware that consumes power from the grid?

it looks like this tool is aimed at Windows client applications. Scaphandre has experimental support for Windows so it could be an option for attributing energy usage on Windows servers.
