User Limit Increase to 32 Doesn't Work

The changelog for release 2022091300 says

increase maximum users to 32 across all devices since it has been confirmed the Pixel 4 and later support 64 Weaver slots

I tried this on both 2022092300 and 2022100300 but I still cannot create more than 16 users. On both builds I also tried deleting user #16, creating user #16, and then tried to create another user, but every time the Add User option is greyed out with the text "You can't add any more users. Remove a user to add a new one."

I assume you're on the Pixel 4a. It has an overlay overriding this which is now adjusted for the next release.
