Story

As a user, when I view the HTML version of the SSP (or other document), it would be nice to have a small navigation element at the top of the page to make it easy to navigate back to other pages.

Discussion

This issue has been partially solved by opening the page in a new window.

However, it might be nice to have a think navigation element across the top (or maybe the bottom to help user navigate back to site. Maybe be able to close the navigation element if user wants to print page.
