CPU Utilization metric reports average for all CPUs combined and not per CPU

OpsAgent reports CPU utilization as average for all CPUs combined, and not for each core individually.

Also, the cpu_number label for this metric is empty. In the documentation it says This label is only set with certain Monitoring configurations but details are nowhere to be found.

Details:

• OS: Ubuntu 20.04
• Kernel: 5.13.0-1024-gcp
• Installation: using https://dl.google.com/cloudagents/add-google-cloud-ops-agent-repo.sh script with --also-install flag
• Config: default
