CPU Utilization metric reports average for all CPUs combined and not per CPU #598

OpsAgent reports CPU utilization as average for all CPUs combined, and not for each core individually.

Also, the cpu_number label for this metric is empty. In the documentation it says This label is only set with certain Monitoring configurations but details are nowhere to be found.
