Look into how Cloud Trace API deals with too large attributes / too many attributes #6

Cloud Trace Client API specifies some limits on # of attributes, byte size max of attributes, # of events, etc. Need to look into how the API deals with these if the limits are exceeded.

Addressed in open-telemetry/opentelemetry-python#698 (one of the later commits)
