FR: Monitor success vs failed table requests instead of complete vs incomplete #154

Currently the v_run_summary_counts monitoring views shows complete vs incomplete requests. Complete here means the succeeded and failed requests (end-to-end) while incomplete means the ones that are still in progress (haven't reached the Tagger step yet). A more transparent approach is to show the total initial requests (dispatcher requests), success count, failed count and optionally the in-progress count

This feature is implemented in the branch 'bq_labels'. Either pick it and apply as a seperate feature or merge bq_labels as the next version (with breaking changes in configuration)
