service account does not exist in a brand new project

The service account email address is set as:

project_email="${project_num}[email protected]"

However, that account does not exist when a project is created. the only error that is shown to the user is #89. This does not accurately reflect the problem; furthermore, the actual problem can only be discovered by looking through the created VMs' console output and seeing that it could not download the startup scripts -- even more reason to prioritize #104.
