  3. Persist package installation across reboots

    Rather than installing stuff in /tmp/pkb, which gets wiped out on
    reboot, use /opt/pkb. Keeping packages around after a reboot is
    essential for re-using the perfkitbenchmarker.linux_packages.* code
    for image preparation.
