Python 3.8 was released on Oct. 14, 2019.
It is supported by TravisCI and Appveyor.
It it also already implemented in cibuildwheel, but not released yet. See: pypa/cibuildwheel#170.
I think we should wait for cibuildwheel v0.13 and then add py3.8 to the travisCI and appveyor workflows.

There are still no scipy wheels for Python 3.8: https://github.com/scipy/scipy/milestone/42
So we should also wait for scipy v1.3.2 to be released.
