Loading image for layer / map list #4161

When dealing with a large amount of layers/maps (especially raster files) the layer list [1] and it´s search (/layers - /maps) can take quite a while to show up. I would suggest to add a loading image to give feedback to the user.

This could be part of the react replacement.
