percentage edits are nice, OP edits could be nicer!

Allow OP allocations to be editable
Simplify OP display (remove decimals)
Allow category allocations to be out of 100% (of the parent category overall allocation percentage) ex. category 5.8%, project 15%
(Optional) percentages display only, change with OP allocation
