The question still is. How much do we implement in the theme already? Is it more about the functionality of the blocks and the general WordPress functionalities or is it also about creating a pretty base theme with a design system?

I would definitely put a lot of effort into theming and customising. That's what attracts the majority after all.
I think the major goal of this project is to create gatsby and wordpress integration with gutenberg as bridge between them, so developers are happy to write frontend with modern framework and wordpress editors are happy that it does not change that much for them in admin.
I don't know if we want to also put an effort into supporting 3rd party blocks in some way, maybe the UnknownBlock could try to dig what stylesheet they use in wp frontend and use them in gatsby also.
The idea would be to use theme-ui for our theme.
