Update issue auto-assignment for new issues #192

Since I am ohsh6o and I know I am no longer GSA, switch the auto-assigned GitHub user
to the current developer within the FedRAMP program who can handle those issues.

@volpet2014, I can use groups for permissions, but GitHub does not allow anything but a specific named user to pick up issues and get them auto-assigned. I noticed this today because I follow with email notifications and checked out the newly drafted GSA/automate.fedramp.gov#100 request. Sorry I did not do this before rolling off.

@volpet2014, sorry we did not discuss this again today during our sync meeting. Can you please review this PR and also let me know if you want to be brought up to speed on some issues and re-assign or take off of assigned in active status mode? Thanks.

@volpet2014 I can rebase this but can we please make it so that my old inactive GSA account is not the default assignee for tickets? Thanks.

Yes sure. It shows inactive so I am not sure why your still getting these. I will call the GH support folks to get you removed completely

I know why, it has todo with a configuration with GH CODEOWNERS configuration in this PR. I will rebase for you and Dan to merge/review.
