Make scroll bars more prominent and/or fixed

User Story

As a harvest source POC, I want a more visible and fixed table scroll bar, so that I can read the entirety of the table

Acceptance Criteria

• GIVEN a user visits a job or harvest page
  WHEN the error or job table polulates
  THEN the scroll bars for both vertical and horizontal scrolling are visible without the need to hover or move within the table
  AND optionally fixed in position
