We get multiple account requests from international folks who have no GENI project or collaborator or professor.

Maybe the account request page should explain how people are going to need to join a project.

Something like:

Note that all research in GENI must happen in a GENI 'project'. If you are taking a class or tutorial where you have been instructed to use GENI, you will join the class project created by your instructor. Otherwise, you must find someone who knows you who agrees to add you to their project, before you can do research in GENI.
Additionally, professors and senior technical staff (not students) may be authorized to create projects.
