Add JavaScript feature: import.meta.resolve()

import.meta.resolve() is a new feature to calculate URLs for module resolution.

https://caniuse.com/?search=import.meta already exists, but import.meta.resolve() is really a separately implemented feature that is accessed using the same global.

I'd submit a PR, but I can't find the data for import.meta in this repo to base anything off of.
