greetings dear friend, I have seen that these templates have not been developed and I would like to make them, it is a small collaboration but for something begins, if you allow me to put my hands to work

What the current template are missing?

excuse me friend but I do not find them, I have not seen them, if they exist, then my proposal is not necessary

I looked at the files ISSUE_TEMPLATE.md and the file PULL_REQUEST_TEMPLATE.md and have no content, I thought these were the ones that could be modified and add appropriate content.
