Autoclose issues/PR's that didn't receive a response

Is your feature request related to a usage problem (not a bug)? Please describe.
There are allot of issues that got no response back from the author. Without additional info we can do nothing with the issue/pr.

Describe the solution you'd like to see implemented
If we leave a comment asking for additional information we add a label to it (label name has to be yet decided).
If there is no response within 21days the issue/pr will get closed.
If there is a response within 21days auto remove the label.
Also automatically leave a comment when the issues or PR got closed something along the lines of

"This issue has been automatically closed because there has been no response to our request for more information from the original author. With only the information that is currently in the issue, we don't have enough information to take action. Please reach out if you have or find the answers we need so that we can investigate further."
