How to make bottom sheet sticky?

I have a bottom sheet layout where user has to press the "Allow" button and only then we want the user to move ahead.

So, to achieve this I want a persistent or sticky bottomsheet which cannot be dismissed by tapping elsewhere or dragging it down.

The bottomSheet should only go when the user clicks on that button inside the bottomSheet.

Can anyone tell me how to achieve this?

Thoughts on introducing a new canBeDismissed flag, that can optionally make the bottom sheet not dismissable?
