Neutral Aggressive Change is undisable in the config

Description

Neutral Aggressive Chance while having a set-able starting value in the config, does not have a "Neutral Aggresive Chance Add".

Steps to reproduce

1. Go into the config
2. Chance Neutral Aggresive Chance to 0.0
3. Let the difficulty increase after a while
4. Neutral Aggresive Chance is now once again enabled due to difficulty increase (i think thats whats happening)

check if this happens if only this mod is installed.
then check if your config is correct
