/all by default (url set, or option disabled in config) will track all boards known to the server.
Maybe also /sfw could show all worksafe boards.

Personally, I'm not a fan of overboards. I think that a 'latest posts' panel on the main page would be sufficient enough.

This could be supported. 0xChan is kind of like this. To officially support an overboard I would want to do some optimization with page queries so that pulling from 5 different boards doesnt cause extreme lag and performance hit.

Couldn't an admin just create their own overboard by making /all/ and subscribing to all their own boards?

I'm in agreement, especially since an admin can just create their own meta-boards. I'd be a much bigger fan of something like a "meta-board" flag that disallows posting to a board and doesn't federate it.

What if you want remote boards, too? Mastodon and Pleroma call this "the whole known network"

A meta-board flag wouldn't disallow remote subscriptions. When I said doesn't federate it I just meant that the board couldn't be remotely subscribed to, not that it couldn't pull from remote boards.

The whole known network is quite a different thing because pleroma and mastodon deal in mostly single notes and users often do things which require the server to fetch arbitrary AP objects like actors/notes/etc from remote servers. TWKN is a place to see everything fetched, even things which don't have dedicated place. FChannel doesn't fetch things it doesn't have a place for, and users don't have a way to force the server to fetch arbitrary content.
