For the safe haven it would be useful to have a method of installing without network connections to PyPi etc.

Relates to #23 in that these binaries could then be used for package managers.

Latest update on this:

Everything seems ok apart from the registry installation, pyenv API has a bug where it assumes it is being called by Python, so when you use the binary it thinks the binary itself is Python.
Ran in Docker container fine apart from the above. I think for offline install the registry has to be installed by an alternative method.
