Issue found when executing PR #45251

Action Performed:

1. Go to https://staging.new.expensify.com/
2. Tap profile icon-- workspaces -- workspace
3. Tap more features -- enable accounting
4. Tap accounting -- connect to xero
5. Tap 3dot and disconnect
6. Note red dot cannot be created
7. Now connect to qbo entering incorrect credentials
8. Note red dot cannot be created
9. Connect to netsuite by entering incorrect credentials
10. Now note red dot us created

Expected Result:

Red dot path by disconnecting qbo/xero Or entering incorrect credentials must be able to create

Actual Result:

Red dot path by disconnecting qbo/xero Or entering incorrect credentials cannot be created

@Christinadobrzyn FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors

We discussed this in the thread here.

This isn't a bug just a misunderstanding:

• Successfully disconnecting QBO/Xero in Expensify should NOT create a RBR or error message
• Failing to sign into QBO/Xero with incorrect credentials should NOT create a RBR or error message
