Right now Android uses APK; let's deploy to app store

Set this all up under our Expensify Google play instance, we should hear back from Google Play in a few days on our initial app review, then we can ask all users to delete the old instance and use the new app version.

App is published for internal testing, PR is sent to fully resolve this.
