Description

Updates the navigation-logo and navigation-user's interactive states as part of the larger epic in #9299.

Current state

Acceptance Criteria

  • Remove background color on :hover and :focus to match stepper, tabs, and pagination
  • Add focus to navigation-logo when it is clickable/selectable
  • Remove focus from navigation-logo when it is not clickable/selectable
  • Increase :active state bottom border to 4px on :focus
