Proactive scanner tasks are being leaked

If you run all the tests with logging on, you can see that some proactive scanner tasks are still alive long after the corresponding test has finished, indicating these tasks are not being cancelled/dropped properly. This may be an issue not only in tests but in production as well. Investigate and fix the shutdown logic for background tasks.
