In order to distribute the a deploy.jar of the bazel WorkerRequestHandler, the bazel repository needs to be built using --nocheck_visibility. This is non-ideal from both a conceptual and practical stand point.

Based on the guidance from the Bazel team, it seems reasonable to request a visibility change.
