Extract utils into a separate module

The last task of the monorepo extraction is to move utils into its own module.
This would be the last task of the extraction, so there is a dependency on all other extraction issues to be completed.
To do correctly this involves a number of tasks:

• Extract into a separate repo and delete from demeris-backend
• Move model validation logic into the demeris-backend-models project
• Replace all copies of utils in different service repos with a reference to the new module
• api-server (Feature: wire api-server to sdk-services demeris-api-server#11)
• cns-server (chore: Remove utils and update operator version emeris-cns-server#17)
• price-oracle (chore: Remove utils  emeris-price-oracle#31)
• tracelistener (chore: Replace utils with emeris-utils tracelistener#32)
• rpc-watcher (Replace utils with emeris-utils emeris-rpcwatcher#15)
