Sweden 'Cryptographical Advances' Focus

This focus is currently incompatible with La Resistance as it requires you to have researched Encryption and Decryption techs. As this focus is also a requirement for the 'Military Secrets' focus, you're unable to do that as well.

I suggest changing the requirements to check for both Government Cypher School and Radio Interception Group if La Resistance is enabled.

The current workaround for this is to use the focus.nochecks and/or focus.ignoreprerequisites console commands (I forget which or whether you need both).
