In 2022.3, exporting shapekeys on a mesh with an armature works fine.
Without an armature it doesn't get imported in Unity as a skinned mesh, so no access to shapekeys.
Normal blender FBX export works fine even without an armature, and imports with a skinned mesh renderer.
I tested this issue with default cube created blendshape and just export. Blendshape not showing in Unity.
