I have searched for existing issues for issues like this one. The issue has not been posted.
I have provided reproducible steps. (No "as the title says" posts please. Please try to state facts only, and avoid assumptions/opinions.)

I have provided proof of my claim (era videos, links to era wiki and/or forum posts) Lack of proof will slow down fixes and prioritization. Please provide details so that developers' research time is minimized.
3: HP of boss should remain ~same as it went into the ground (it has a slight regen atleast underground, unsure if above, unsure if either is implemented on eden). This was correct on eden, but was changed on eden for an unknown reason at some point so that it spawns back at 25%/50%/75% HP, would like to see proof of this. It might cleanse dots going underground on retail though as it would make sense, unsure.
For example can see her 8:07 https://www.youtube.com/watch?v=6TYCqwkoxqE&t=16s dropped to 25 > 19 and next spawn is at 20% because of regen. Every video so far been the same that it either spawns the HP% it was dropped or 1% higher due to regen.

The wiki from as early as Dec 2008 mentions that it was updated and that earlier versions had Tuchulcha spawn in at the exact 25%'s regardless of how much damage was done beforehand. The video you linked was from 2010 after those changes.
I assume someone found an older video at some point that went along with the current eden variant.
Alright thanks! Unsure which patch that was changed but must have been even earlier than what our cut off date is as here is a September 2nd 2008 video where the HP stays the same after re-emerging
