Wing Sword +1 Additional Damage seems incorrect

The additional wind damage on Wing Sword +1 seems undertuned. I am seeing 7-9 damage on procs against too weak mobs, yet Ifrit's Blade procs for 29-39 ( #2441) and it seems based on this allakhazam post that Wing should be as well:
