Install SE dual-polar VR grid

What is the feature/what would you like to discuss?

Install the 0.25deg dual polar grid. We are officially referring to it as the 'POLARCAP' grid.

This will require two additional PR's to ccs_config ESMCI/ccs_config_cesm#152 and CTSM ESCOMP/CTSM#2386.

Labeling this CoupledEval3 (i.e., CESM3).
