fix incorrect transaction_extensions declaration

The PR fixes the incorrect declaration for transaction_extensions in struct partial_transaction_v0 and struct partial_transaction_v1. This bug can manifest as the state_history_plugin.c:283 catch_and_close ] 10 assert_exception: Assert Exception in the log.
