The labels of the countries should always be visible.
The idea of the scatterplot is to compare in a glance the position of the different countries in the plot. The names therefore should always be visible (not just on mouse-over).

@fenicento do you think is possible with a small effort? because we cannot just show all the names (otherwise it becomes a mess).
