Although the warning Inara only accepts Live galaxy data when playing Legacy only occurs at most every 5 minutes, it's also currently otherwise unconditional on the 'Send data to...' Inara option.

So, make it depend on the configuration, so as not to warn if no data was going to be sent anyway.
