Feature: report a document

This is a suggestion for the workshop on the 16/11/2022, please don't assign it to yourself or work on it before this date, it is intended as an exercise for the participants.

We would like to have a "report this document" button on the document page.
This would display (maybe in a popover in a second time) a form where the user could select the problem with the document and also fill a small optional free text box. The form would be saved and accessible only in the admin for the moment.
We would also need a way to order (in the admin) documents by number of reports.
