[Feature(CLI)] Allow Users to Execute Commands Pre/Post Builds

I really like the Dioxus CLI. it’s quite a handy dandy tool, ngl! However, I’ve noticed it lacks a feature to execute commands pre/post builds. Tools like Trunk support pre, post and build hooks, which is super helpful for combining commands.

For example, integrating tailwind cli or the rusty version of it, railwind (a Rust CLI for compiling Tailwind classes) into the build process would be helpful. Here's an example use case where running railwind after the build is useful instead of running a separate watch command.

Adding this feature would enhance the thing and make the CLI even more powerful.
