In #652, a lot of the external_interaction code has been moved to common, but the PR was quickly spiralling out of control so I didn't properly move all of the tests.
Acceptance Criteria
Work out which functionality is now provided by mx_bluesky.common, and move the relevant tests for this
Work out which different functionality is provided by hyperion, and leave these tests alone
