Feature: Play Modes

For this feature, chat can bid to have the PlayMode change for some period of time.

This can be set to Interval where the stream will just run on an interval with "x minutes" of during normal mode then trigger the chosen mode. Bids will reset and people will vote during that mode for the next mode.

Alternately, it can be set to instant where the current mode of the stream will change immediately upon a new leading mode. This mode will need to have a Reset All Bids Every x minutes setting, since streamer could just get stuck permanently on one mode otherwise.

We'll need the Normal mode to have a default starting value that chat must outbid in order to start triggering any special modes.
