As part of #580 consolidation efforts.

What would you like to be added:

PlaygroundController implementation on /apps/ocean-api for exposing playground features within ocean-api.
Part of https://github.com/DeFiCh/playground consolidation effort.

Request for comments; to be revisited later with more discussion.
