Include DFIP-2211-B into v3 release

Would it be possible to include the implementation of DeFiCh/dfips#228 in the v3 release?
Since the release got postponed and the DFIP looks like its going to be approved, it would be great if this can make it into the release and don't need to wait for the next hardfork.

Only if it really gets approved today of course.
