feat: Limit access to personal info in events

Events have too broad permission scopes as of now and some events collect PII.

Describe the solution you'd like

A clear and concise description of what you want to happen.

Set different access for PII in events requiring a separate role. Preferably scope this per event with board having access to all events.

Might need a full rework of admin permissions.
