Implement a rollout strategy where the controller treats Temporal worker versioning APIs as "read-only".

In this mode the controller should still create/scale/delete deployment resources as needed to satisfy the build ID assignment rules and build ID reachability statuses for a task queue. But it should not drive updates to build ID assignment rules directly; instead these are managed by external systems or human operators.
