this is the long-standing RITM1851014
We have an SRR on persistent dCache but not yet one on tape-backs.
Dmitry is suggesting rather than use the dCache functionality for SRR, which only looks at the precious files in
the dCache tape-backed pool, that we rather use the new quota system to track it.
We think this is ok but are asking some clarifications.
