@nathanbaleeta This does not appear a valid submission. The website links to an article that proposes a framework. Peer-reviewed articles, scientific papers and/or journalistic writings are not considered Digital Public Goods. If/When the framework proposed in the article comes into existence and is published, then that may become a proper submission, as long as it uses an approved license.

Kindly check in and clarify with the person who submitted this entry, but unless we hear otherwise, this should be labeled invalid and closed.

Digital solutions that are no longer active, or do not provide the required documentation needed for review, will be removed from the DPG Registry as per the archiving policy.
